7 year rule for usmle

anyone have any experience with the 7 yr rule w/ usmle? I just missed the cutoff was going to take step 3 in 2 weeks. Can I petition for an exemption or do I have to take steps 1 and 2 over. If I go ahead and take step 3 will it count?
