hi,
I am terribly confused regarding the process for applying for the statement of need in india.
1. I found the address of the New Delhi office of the health ministry where I need to apply...DO I HAVE TO GO THERE IN PERSON? CAN SOMEONE SUBMIT AND COLLECT MY APPLICATION ON MY BEHALF?HOW LONG DOES IT TAKE? DO THEY REJECT ISSUING THE DOCUMENT?
2. I am an indian citizen (indian passport), but i am living with my parents in the Gulf at present ( on a family, dependent visa. It is not a permanent resident status). Can I apply for the statement of need here? Do i have to apply to the indian embassy? Or do i have to apply to the health ministry here?

I think the best thing to do would be to call the health ministry in India and ask these questions since I have not personally gone through the process. If anybody on this forum is aware of these things, please feel free to answer.
Statement of need should be from the country where you are a citizen or permanent resident of and I think India would be the choice for you. Also, the embassy may not issue the statement since it has to come from the health ministry and the Indian embassy in your country will not have any representatives from the health ministry. So, New Delhi office might be the best place to contact for the documents and for more info. All the best.
