statement of need for j1

hi, I am terribly confused regarding the process for applying for the statement of need in india. 1. I found the address of the New Delhi office of the health ministry where I need to apply...DO I HAVE TO GO THERE IN PERSON? CAN SOMEONE SUBMIT AND COLLECT MY APPLICATION ON MY BEHALF?HOW LONG DOES IT TAKE? DO THEY REJECT ISSUING THE DOCUMENT? 2. I am an indian citizen (indian passport), but i am living with my parents in the Gulf at present ( on a family, dependent visa. It is not a permanent resident status). Can I apply for the statement of need here? Do i have to apply to the indian embassy? Or do i have to apply to the health ministry here? thanks
